Carl Sagan used to be based there. They still publish Icarus and have a reasonable faculty.
These days I might recommend Brown University, if you can stand a daily dose of Jim Head. (he's a good lad, but fixated on lava and water on Mars)
Caltech is always good, but pricey. There are plenty other good planetary Science depts.
