Geo-synchronous communication satellites play a key role in the US economy, and the economies of other nations as well. They provide capabilites upon which the telephone, internet, banking and retail, and most importantly, broadcast and entertainment industries rely. No satellites, no Hollywood, no MTV, no CBS, NBC, ABC, Fox, CNN, Turner, HBO; no ATMs, no Walmart, etc...

Recent slowdowns in the world economy have slowed the growth in demand for communication services, and this is reflected not only in slowed sales of fiber optics, but in slower sales of these satellites, and of the rockets which launch them.

My proposal offers a way for many countries to stabilize demand for and the production of these rockets, while at the same time fulfilling a vital need, the detection of Earth impacting asteroids and comets before they hit.
