If the colony is viable, it will grow and thrive.
If the colony can't make it, then why waste the lives?
We should send the minimum to allow reasonable hope for success, support it well and then feed it more resources as it shows sign of success.
The first outposts will not likely be colonies per se, but rather outposts, dedicated to specific purposes: Astronomy, NEO monitoring, Martian, exploration, industrial feasability studies, etc.
