I haven't looked at it myself, but Gary Hudson, who was at the Joint Propulsion Conference where this was presented, seems to think there isn't much to it, at least as far as this particular project goes.
The basic idea of drawing oxygen from the atmosphere during flight may have some utility in the future with the right technology and the right flight profile.
