2) Lower launch costs (including some foreign exchange factors) have moved such rovers within the commerical realm: a Mars rover could be flown at a profit by a private sector firm selling the images the rover returns from Mars via the internet.
3) Such rovers will require artificially intelligent robotic vision systems.
