Laser missile/aircraft defense?

Well the attack on the US has us all in shock here across the Pacific too. And our PM is still over in your country, unable to fly home.
My question is: Can the THEL system be turned into ground defense for cities? A cruise missile with an FAE warhead, or a hijacked passenger plane, are more likely threats than ICBMs.
I suggest you need defense from the ground against such threats.
More likely, for ground based systems, would be big FEL lasers rather than the chemical systems that are planned for aircraft. And handy nuclear reactors to power terawatt pulses.
