I don't think the FAA is any mood to give any 'amateur' rocketeers an easy time.
Since Sept/11th/2001, any small company, or organization, or individual planning
to launch any rocket capable of approaching the performance perameters
of a V2 or a SCUD will most likely not find it easy to obtain permission to send up their high-altitude hardware.
