Cheap space access = Cheap ICBMs?

Help me answer a weighty question. I've been working with a new, cheap propellant that has some interesting potential. It's been in the amateur arena for a long time, but has suffered scalability and Isp problems.

I'm about to lick the scalability problem, and the Isp problem doesn't look much more difficult. So far so good, right?

I'm a big supporter of parallel development and more specifically Open Source for the hard problems. Problem is, if I Open this work, I think it may make it relatively easy for any semi-industrialized nation to have near ICBM capability.

If I don't Open the work, it is all too likely things will continue to degrade and we might never make it off the planet in sufficient quantities to establish permanent ecosystem off planet. Goodbye Humans.

I don't have the resources to develop cheap launchers myself, and don't think anything short of a wide-spread Open effort will be sufficient to make this a reality.

Should I attempt to commercialize this work? Should I Open this work? Or should I abandon it completely? My only consideration is establishing as many stable ecosystems off-planet as possible. Hopefully my work can help make this happen, even if it's just a catalyst.

I would greatly appreciate your thoughtful consideration on this issue. Thanks in advance.
