I had thought you were talking about greenhouses, the kind we've all seen in all the old manned Mars paintings and drawings.
Light pipes can indeed get around the radiation problem. My guess is that your simple parabolic mirrors would work best, because of the mass required for your panel scheme.
I wouldn't be too optimistic about the production of "millions" of units, but the parabolic mirror/light pipe combination could prove very useful for some small scale projects.
