This is a disturbing trend I see more and more these days. Total lLack of accountability. It's never anyone's "fault". Look, this Nimrod was head of NASA for 9 years. He had ample time to address and fix ISS budget overruns, at least identify and anticipate beforehand if not redirect the program. He failed. Utterly. And now the space program has inherited a big cost overrun that cripples new initiatives.
