It might make a good launch platform if those inward canted vertical stabilizers don't get in the way. They would tend to limit the size of whatever you wanted to launch. It'd also depend on how well the stucture can handle the external loads. The inward canted verticals weren't a factor on the Blackbird D-21 drone project shown below.
