The Problem With A Continuum
This is the similar to the problem we face with the Pluto clasification issue. Where do you draw the line between a major strike/planet and a minor strike/planet? I think most people would consider your example a meteorite fall not an example of an asteroid or comet impact/airburst. The risk of being killed by a falling object with an effect radius of feet is vanishingly small compared to 1 km objects and even 100 m objects, but obviously possible.
