I would tend to be a little more optimistic.
Since I suspect that the NGST will be
a collaborative effort between NASA
and ESA, and that the NGST construction will undergo almost certain delays and setbacks, then I think it stands to reason that those setbacks and delays can be an opportunity to design in & integrate such a revolutionary piece of hardware.
