Russian prices are not an easy question to answer.
The exact cost to the Russians of their space hardware is fuzzy at best, and this, combined with their natural desire to charge everything the market will bear to a wide variety of customers, makes figuring out what the price of a Russian launch "should" be somewhat difficult. If they can get $40 million for a launch that only costs them $10 million, they will. Conversely, they may charge someone else only $30 million for a similar launch, if they don't think they can get the business any other way.
