I'm not sure what the issue is here. The technology is evolving, shows enormous promise, and can't compete yet with nuclear or fossil fuels. Traditionally governments support research in those areas until private enterprise can make money.
Research into fusion is an example. A lot of money has gone into it, nothing has come out. Are you suggesting it stop? Research into space has been a government project, with private enterprise just coming onto the scene. Are you suggesting it should not have been done until there was a profit?
