.....the Black Horse? I also recall reading somewhere the USAF was told under CLinton RLV R&D was NASA's domain and that it could only assist, even though according to the link above, estimates ranged from $78m-$120m to build a fully operational prototype. Wait a minute. What the HECK was wrong with the DC-X?
