Unmanned vs. manned
Believe it or not, it's not that much harder building a manned vehicle than an unmanned one. There may have been preliminary unmanned tests of certain functions, but having a pilot on board actually makes the system a lot more reliable. In addition, you have to jump through a lot more hoops with the FAA getting an automated vehicle approved for flight than a manned one.
