Maybe a thermocouple can be woven into military fatigues. A power cell causes a temperature differential in the thermocouple, i.e. the wearable shell stays cool, passively drawing heat away from the body, while the other end gets hot. The hot end is cooled by an endothermic chemical ice-pack. Who knows, it might work?
