Here, we find:

this is relative halting, of course, similar to stating that light is so slow at the Sun’s core that it takes millions of years for a photon to reach the surface, but only about 8 minutes for that same photon to reach the Earth. Reality has reflection and refraction (hence the touted “spin wave” result). The physical speed of light remains unchanged, whereas the aggregate velocity is slowed to a halt.
