The GRACE system might not be fully up to the job
but it's a big step in the right direction. This technology or a derivative might be capable of being accurate enough for optical interferometry. Off hand, I suspect they'll need to use laser signals instead of microwaves to get that kind of accuracy but that doesn't seem to be a show stopper.
