Any serious manned space development will require a space elevator. Since a space elevator will require sweeping LEO clear of all satellites and debris, any nation with substantial assets in LEO will have to vacate.
If China wants to build a space elevator, then USA, EU, Russia, and everyone else will have to move out of the way. With rumors of militarization of space, I don't think anyone has the slightest intention of moving for anything, or anyone.
