According to the FPSPACE BBS, there seems to be a trend towards having 2 Soyuzes parked at all time on the ISS (allowing 6 astronauts).
The big advantage of having them is that they are far cheaper than any new system and they'd allow the station to stay manned if the emergency involved the immediate return of only one astronaut: one Soyuz would return but the station would still have 3 on board.
