A reason might be that this Soyuz is moved to a place that is not meant to be permanently occupied. This Soyuz will be returned back to Earth in a few weeks, after the next Soyuz arrives and docks where this one had been (Zarya Nadir port) . The Pirs port is probably in the way for the Shuttle docking or for the upcoming construction works or for Russian initiated spacewalks (from Pirs) and is not meant to be permanently occupied. Just a guess.
