There actually was a science fiction book about this topic.
A Palestinian guest cosmonaut flies to the Soviet space station and manages to take control of a soviet Laser beam weapon and aims it towards Jerusalem; and there's a Israeli secret service agent flying with a US shuttle. I don't remember much of the story; not even its tittle.
