Coming up with better explanations tends to happen over time. As more observations or experimental evidence accumulates, enough people look at it that old ideas (which some people say don't die out until the scientists who theorized them die off) are replaced by newer, and hopefully better explanations.
I wasn't meaning to imply that skepticism is the only nature of scientific thought, just that a skeptic's view of current knowledge is what allows us to keep looking, even though we could be satisfied with what we have now.
