Perhaps 2 and 4...(4 preferably).
The UN has no coercive power, just coordination power. Coordination between countries and their governments.
It's about long term decisions, decisions that won't immediately enrich those willing to invest in them.
I don't think they are attractive to short term investors.
But maybe some of them are.
Are we in the state of the young smoker who refuses to undestand what he does to his own health? Interesting comparison.
