<It takes a very powerful force, such as a government which will enforce enlightened laws, to prevail over the money.
Even so it's tough to stop. Elephant tusks. International cooperation eliminated the legitimate market for them, local laws prohibited killing elephants, and still there was poaching. Not as much, not nearly as much, but some. Let the barest niche of a market open, and you can kiss them goodbye.
The free market always works. If you are smart, you get it to work for you.
As long as liberals can think only in terms of force, they will have problems.
Maybe you can start raising elephants for their tusks and meat. I can't help but notice that cows do not seem to be in danger of extinction. Okay, just kidding.
The real solution is to make wildlife more monetarily valuable alive than dead to the locals. Tourism is a major part of this, as are tightly-controlled hunting expeditions.
In areas where programs have been set up for it to be lucrative for the locals to preserve wildlife for tourism or hunting, the locals who make money off of this are a lot harder on the poachers than the cops are.
