My prediction:
A sea-based laser system that can knock civilian airlines out of the sky, or set an enemy's gov't offices ablaze, or simply vaporize a president during his morning jog from 500 miles away, just is not a reasonabe expectation. Neither is a suitcase laser that can set a crowded bus ablaze, or the lower floor of a highrise on fire realistic or even possible.
