The article was written because the UK finally decided to join the ESO.
This is a clear demonstration the international scientific non-profit projects can work and be so enticing as to convince reluctant countries to take part ot it. And it's not the only thing the other European countries would like the UK to join. The ISS is another, the € currency yet another, etc.
Overcoming the NIH syndrome isn't easy, but feasable.
