Could someone explain NASA's economics, please?
OK!
NASA has effectively canceled one of
the shuttle missions for this fiscal year,
2002.
Shouldn't NASA save 200-million dollars
out of its 2002 budget as a result of the canceled mission this year?
Couldn't that 200-million go into a JPL
program instead? Like for the virtually-canceled [or deferred] PKF mission?
In fact, couldn't NASA simply stretch out
the proposed shuttle missions to ISS by another half-year, stretching the construction-phase of the ISS from 2006 to 2007, saving hundreds of millions dollars that could go into planned [delayed/deferred] JPL missions?
