Unless I am mistaken the device proposes to cancel gravity within a given area and reduce the take off weight by 2-5%. It would not be on the airplane.
Marshall Space Flight has this as one of their break thru propulsion projects but has come under some criticism for wasting money on it with no results since they started fooling with it in 1997.
