Reusing names
It's interesting that they're calling this project Cosmos 1. Back in the early 60s, the Soviets started calling almost every satellite they launched "Cosmos xxx" to both comply with international reporting requirements and to mask the satellite's mission. The original Cosmos 1 was launched from Kaputsin Yar on 16 March 1962. It was a DS series research satellite.
Among the more infamous Cosmos series satellites were the RORSATs, including the notorious Cosmos 954 that reentered over Canada and spread radioactive debris over a wide area. That wasn't the only RORSAT that had problems, either.
