The computer programs now do a lot of the work. Flash can take a group of images, layer them and scale and move them around within a sequenced framework. So not as many different frames of new art are needed.
It is a wonderful time for animation with macromedia's Flash technology - no longer are huge studios only able to produce things. If you get the chance, buy an earlier copy of Flash 4 or 5 on ebay fairly inexpensively. In a few months you will be surprised how much animation you can do.
