19 August 2002 Background notes on NASA's "mindreading" research
"Editor's note: A helpful NASA Watch reader sent us the following in response to the somewhat silly (but not alltogether incorrect) article "NASA plans to read terrorist's minds at airports" that appeared in the Washington Times last weekend."
A question: one of the links is to a "presolicitation notice". This has a response time of only 2 weeks:
Document Type: Presolicitation Notice
Solicitation Number: RFQ2-38121-MXS
Posted Date: Apr 17, 2002
Original Response Date: May 02, 2002
Current Response Date: May 02, 2002

With these presolicitation notices is it already decided who is going to be awarded the contract and that is why the response time is so short? What is their purpose then?
