Wrong

The national debt kept on increasing year after year despite all the claims of surpluses and debt pay-downs. If there were any surpluses that weren't accounting fictions, the actual debt would've decreased for those years. It never happened, which strongly suggests the surpluses never happened, either. Washington's accounting tricks may anything done by the likes of Enron or Global Crossing look like child's play.
