Ice radar

5 MHz radar systems are routinely used on glaciers to see through ice and detect rock and liquid underneath. What would be required to do something like that on Europa? How powerful would the radar have to be to punch through miles of ice? Current airborne ice radars can see through at least 3 km, but this is not much compared to the ice crust of Europa.
