That report wasn't issued by the Department of Defense. It was published on a University of Western Ontario, Canada, Astronomy website, specifically Peter Brown of the Department of Physics & Astronomy, Meteor Physics Group. They were issued the report somehow by the US Air Force, perhap by professional licensed access, and they subsequently published it on their own website. The report wasn't issued directly from the USAF. It is like me publishing someone else's information on my own website.
