Makes sense.

Plug the cheaper holes first.

Plug the holes most likely to be used.

For instance, if Bush were REALLY worried about Saddam, who has no rockets which can reach the US, he'd be busy figuring out how to check containers.

He's not doing much there. Ergo, he's not really worried about Saddam.

Says a lot. Follow the money. It ain't being spent on the threat.
