Do you mean 'what will be the time dialation relative to eachother'?
If so, then use the relativistic eqn. for addition of velocities to determine what velocity observer 1 sees observer 2 moving at and then use the standard time dialation formula...
(If I am incorrect someone please correct me... I am at 14,000 feet now and the altitude can lead to mistakes:)
