There might be something to what you say, but former Lockheed engineer Robert Zubrin's analysis makes sense regarding why Lockheed didn't want for X-33 to succeed at lowering launching costs when Lockheed & USA (a joint venture with Boeing) have a near monopoly on the government's launches.
