I think you're right to be concerned about the PRC. Their rapidly modernizing military is definitely not a "paper tiger". It is a very real threat. So we agree on that point.
I just don't think the threat comes in the form of a few Soyuz modules with a new paint job. I also find it difficult to believe that, with its other spending priorities; the PLA could parlay such a minimal infrastructure into a manned lunar base within ten years. (or twenty)
We'll see.
