<Here are the reasons why NASA chose the dry Workshop (Skylab) rather than use a wet SIVB and dry it in space for use as as station.
Using an external tank as a station means all kinds of issues, like holes (for acces, connections, energy, etc..). Engineers at NASA were obviously not confident it could be easily done.
