Hello Larry -

As I pointed out in my coverage of the NASA bdget presentation some months back, the solution (which O'Keefe has already wisely chosen) is a C(rew) T(ransfer) V(ehicle) which will be launched by the current Delta and Atlas.
There is no point in developing a C(rew) R(eturn) V(ehicle) and then trying to modify it into the CTV - the engineering goals and vehicles are quite different, even though the technologies are the same.

The federal government (in other words the taxpayers) simply do not have interest in spending money on a lot of rockets for which there is no market, or on paper studies, a large number of which do little more than try to sort out the confusion spread by the Tumlinson et al at the Space Frontier Foundation.
