I wonder how much of that was due to the tanker being moved all over the ocean. Wonder if just beaching the thing and totally wrecking a short length of coastline would have been better than spreading the "wealth" all over the ocean (and many miles of beaches) and sinking it in two miles of water. I don't know.
If they had hauled it into a harbor, couldn't they have erected floating barriers in the calm water?
