I don't even pretend to know all the players in the Mars pissing wars, and what axes they each have to grind.
It seems like simple common sense to take some reasonable precautions against possible bioactive materials if we return samples from Mars. Better to look foolish afterward than try to explain why everyone in the southeastern United States suddenly had their blood coagulate into crystalline powder... ;)
