from the description, they're talking very narrow field. While this could be used for imaging of individual asteroids, the chances of prying any time away from the cosmologists would be pretty slim and they will put up a real fight raising all sorts of bogus bs until somebody stops them.
spending large amounts of money on this before handling the asteroid and comet impact threat makes no sense. besides, it's better to perform the same observation functions on the Moon.
