I have heard this proposal before. Venus probably has oceans early in its history, but I have doubts about life evolving there. I find it more plausible that life in Venus clouds would have come from Earth. Earth-rocks have probably found their way to Venus, but could microbes survive being blasted off the Earth, and then ditch the rock in Venus upper atmophere.
