This looks like a job for an EELV!
Probably not feasable but what if the CONTOUR and ROSETTA teams could put together a hybrid and launch it from the US on one of these fancy new Delta 4 or Atlas 5 rockets.
I know I know, too much bueracratic fricton involved probably.....
