actually, France uses nukes
France has widely and effectively deployed safe nukes. And France is quite pro space as a country. Admitedly the Krauts are pretty psycho over on their green party side. But the US has unfortunately been the badly behaved partner in some of these joint space enterprises with congress and various administrations jerking appropriations around.
