I sent the money to my US Senator, not directly to NASA.
I sent it for two purposes. First, to give the money. Second, to make clear to my Senator that I support funding for NASA.
I would think the legislature could collect money for NASA. I know the IRS could.
Perhaps I should have sent the money to the House of Representatives, which has responsibility for taxation?
